Committee charge Project timeline Background
At its meeting on July 29, 2014, the Board of Selectmen voted 5-0-0

To create the Library Building Study Committee to be composed of seven (7) members to carry out the work required under the Massachusetts Public Library Construction Program (MPLCP) Planning and Design (P&D) Grant received in FY14. Membership shall consist of one member of the Board of Selectmen, one Library Trustee, one member of the Finance Committee, one Kingston Public Library staff member selected by the Library Trustees, one School representative selected by the School Committee, two citizens at large appointed by the Board of Selectmen at the Library Trustees' request and who are either a senior citizen, parent or from the business community; and the Library Director as ex-officio non-voting member.

Members' terms will expire on June 30, 2016. The committee will meet a minimum of monthly beginning September 2014 through May 2016, or more depending on project needs.

The charge of the Committee shall be:
  • review the data and conclusions collected and reported in the Library Needs Assessment Committee's December 2013 report and the Planning and Design 2014 grant application;
  • recommend and implement strategies for collection of further data that may be necessary;
  • work with the Town Administrator, Library Trustees, and Library Director to interview and hire a building consultant to assist with these efforts;
  • review and amend a Building Program written by the building consultant;
  • participate in field trips to other libraries built under the MPLCP;
  • work with the Town Administrator, Library Trustees, and Library Director to hire an Owner's Project Manager (OPM) required under the P&D grant;
  • work with the Town Administrator, OPM, Library Trustees, and Library Director to hire an Architect required under the P&D grant;
  • work with the OPM and Architect to investigate options for building improvement based on the Building Program and create a schematic design and cost estimates;
  • present the design and costs to the Library Trustees, Board of Selectmen, and Town Meeting as needed, and support the proposal as needed; and
  • assist with communication with the community throughout the project.
